SABA GROUP CEO: THE MAIN THING IS THE WELFARE OF ALMATY RESIDENTS

In an interview with NUR.KZ President of SABA Group construction holding Yerzhan Abdikadirov revealed the details of the construction of a new 5-storey building, which is planned to be built on Tulebayev Street.

He is sure that the main thing is the welfare of Almaty residents. To do this, the company is doing a lot of work on the improvement of the yard and neighboring houses: in particular, it is planned to improve the facades, repair utility networks, plant trees, as well as repair the roof and put in order the sewerage in the basements – all this under an agreement with the KSK and local residents.

The land plot was purchased at the end of 2019. Why did you choose the historical center of the city?

Due to the high attractiveness for living in the city. The land plot was on free sale, and we could offer the citizens excellent living conditions, so we bought it.

What did the project initially look like: the number of floors of houses, the landscaping area?

Initially, the project envisaged two 9-storey buildings, as we were guided by the neighboring building. You got the consent of the residents of the nearest houses, but not all of them agreed. Who was against it and why? What conditions did those who were "for"set?

Yes, we got the consent of the neighboring houses. Some residents of the 9-storey building opposed the construction of 9-storey new buildings, they insisted on the construction of a less high-rise building. As far as I remember, 80% of the residents were definitely "for", 10% were neutral about the project, and another 10% were sharply against it. But on the agenda "against", I note, there was only the number of floors. Now the project has been radically changed taking into account the wishes of the residents of neighboring houses.

How exactly is it changed?

The number of floors and the number of buildings has been reduced. Instead of two 9-storey buildings, it is now planned to build one 5-storey building along Tulebayev Street. This decision was made in order to preserve the historical appearance of the district. The building's architectural appearance will correspond to the neighboring ones. By height – 5-6-storey residential buildings located on the east side of Tulebayev Street. The new house will not stand out from the general background. It will be located parallel to the movement of the air mass and will not block the air flow. At the same time, the number of parking spaces is several times higher than the number of apartments, which makes it possible to solve the problems of that area with parking. We will turn the yard area, which is free from development, into a local attraction.

The project was suspended due to the pandemic, but the scandal around it broke out earlier. In the Network there were photos of sketches of future houses. How did this happen?

The initial project was photographed by one of the public figures in the printing house and posted on the social network. I think there was a misunderstanding. We are as open to dialogue as possible.

Public activists are in favor of preserving the historical appearance of the city. We support this position, we are ready to listen and meet it halfway. However, there are few constructive proposals from activists to solve the problems associated with the historical heritage. At the same time, the shrill "do not touch!" refers not only to the houses that make up the architectural portrait of the city, but also to vacant lots, dilapidated entrances and sewers that have not been repaired for many years. Changes are inevitable. The city will change without us, but we can make sure that the changes will benefit the residents.

To make the project fit into the urban ensemble and not harm anything, have you consulted with architects, urbanists?

Of course, we took into account the opinion of not only the residents themselves, but also the architects, for example, we consulted with Nurlan Kamitov. Taking into account the wishes of all the experts, we decided to preserve the architectural style of the Brezhnev-Kunaev period.

What social obligations does the company assume when implementing the project?

For example, the repair of facades and the replacement of engineering networks is a social burden that we take on ourselves and make the central district of Almaty more comfortable. In addition, near the site there is a metro ventilation shaft, the design of the conservation of which was carried out at the expense of the developer. We are also ready to take part in its actual conservation.
